The licence date is a starting gun, not a finish line.

In the first 90 days, volume either inherits a system or a mess. Hiring will not finish in time. Vendors will not wire themselves. Counsel will not run dual control.

If you are still in application / IPA

Counsel owns the licence. We can own a day-1 ops skeleton (RACI, dual-control design, evidence plane design) — not filing, not opinions, not “we get you licensed.”

Your first ninety days are the cheapest moment to impose ticket = evidence and dual control that survives Tuesday. After that, workarounds calcify.
